The informal meeting will bring together EU Health ministers, ministers of Health of the European Free Trade Association (EFTA) countries, the European Commissioner for Health and Animal Welfare, the World Health Organization (WHO) Regional Director for Europe and the Executive Director of the European Medicines Agency.
The meeting will provide an important opportunity for a constructive exchange of views on current health challenges, strengthening our common European approach and reinforcing a European health architecture that promotes greater resilience, stronger cohesion and enhanced strategic autonomy.
Our shared objective is to ensure sustainable access to medicines, medical technologies and high-quality care for European citizens, even in times of crisis.
Agenda Highlights
On the afternoon of 25 February 2026, the ministers and key EU and WHO representatives will have the opportunity to take part in a guided tour of the old town of Lefkosia, followed by a gala dinner at a restaurant in Lefkosia.
On 26 February, the meeting will begin with a plenary session that will explore an innovative initiative submitted by the Cyprus Presidency for the establishment of a European Centre of Clinical Excellence for Pharmaceuticals. This initiative aims to enhance transparency, improve the quality of decision-making and strengthen the coherence of European health systems. The discussion will be followed by an exchange of views, based on a background document prepared by the Cyprus Presidency.
The second session will focus on the EU’s role and leadership in mental health and inclusion, with particular emphasis on young people. Building on the conclusions of the High-Level Conference on mental health and inclusion held in Lefkosia on 27 January 2026, the discussion will be guided by targeted questions prepared by the Cyprus Presidency.
The meeting will conclude with a working lunch devoted to enhancing the effective implementation of the European Health Data Space (EHDS). Discussions are expected to highlight the importance of this key instrument for connecting health systems, while recognising specific areas where further support is needed, such as the responsible use of artificial intelligence, interoperability challenges and advancing the transition towards a truly integrated European Health Union.
