Trio Programme

From 1 January to 30 June 2026, Cyprus holds the Presidency of the Council of the European Union. Cyprus together with the Polish presidency in the first half of 2025 and the Danish presidency in the second half of 2025 form the so-called trio of presidencies. Cyprus, Poland and Denmark have adopted a joint 18-month programme outlining the common priorities of their trio.

The member states that form each trio of presidencies work together to set the objectives and the agenda to be addressed by the Council for the shared 18-month period. This allows for continuity in the work of the Council.  

Trio priorities

The current trio programme was published in December 2024 and covers the period from 1 January 2025 until 30 June 2026. It has three main thematic priorities: 

A strong and secure Europe

Under this first priority, emphasis is placed on a coherent and influential external action, strategic action on security and defence, a comprehensive approach to migration and border management, and a well-prepared enlargement and internal reforms. 

A prosperous and competitive Europe

Under this second priority, emphasis is placed on an integrated approach to competitiveness, succeeding in the green and digital transitions, promoting an innovation and business-friendly environment, and advancing together in order to seize the opportunities offered by the green and digital transitions.

A free and democratic Europe

Under this third priority, emphasis is placed on the upholding of European values within the EU.
